The report by Ensemble contre la corruption (ECC) is nothing short of damning in its assessment of Niola Lynn Delavis Octavius's management of the MJSAC. She was previously at the center of a major corruption scandal between 2016 and 2017, when she served as secretary to the then deputy director general of the ministry, Ernst Jean-Baptiste.
