The European Union (EU) announced on Monday sanctions against three gang leaders in Haiti, denouncing their central role in the escalation of violence and human rights violations. The measures target Jonel Catel, leader of the Terre Noire gang affiliated with the G9 coalition; Gabriel Jean-Pierre, head of the GPèp coalition; and Ferdens Tilus, leader of the Kokorat San Ras gang.
