PetroCaribe Case: Justice Treads Carefully

The sanctions imposed by the United States against former Prime Minister and Minister of Planning and External Cooperation Laurent Lamothe for the private misappropriation of at least $60 million from the PetroCaribe fund, earmarked for investment in infrastructure and social protection by the Haitian government, have once again brought the PetroCaribe case into the spotlight. However, the Haitian justice system is treading carefully.

While the Superior Court of Auditors and Administrative Disputes (CSCCA) published its latest report approximately three years ago on the use of these funds, highlighting irregularities, mismanagement, ineffective utilization, and other infractions detrimental to the community, no accountable individuals have yet faced judgment before the Court.
